Is this sentence unnecessarily hard to understand?

- Agreed - I had to read it twice to unpick it - the first time I read it I presumed that there was a typo and it should be "Wales backs a declaration to distribute educational materials". I have changed it to hopefully make more sense. SFC9394 (talk) 21:15, 29 January 2008 (UTC)
